      <description>A fine of $375.00?!?!?  If having an unleashed dog that causes a personal injury were a felony offense, dog owners might think twice about unleashing their dogs.  We should all contact our VA senators and representatives and urge them to sponsor legislation that would impose **much** stiffer penalties for owners of unleashed dogs that cause injuries to anyone, including cyclists!!</description>

      <description>When chased by a dog, most people are afraid of being bitten.  But the greatest danger to a cyclist, by far, is that the dog will cause a cyclist to crash.  Dog bites may be painful and unpleasant, but are rarely serious, even when they require a trip to the emergency room.  Dog-cyclist crashes, on the other hand, frequently result in injuries that are very serious indeed.  They're also exceedingly common -- probably more common than serious dog bites.  This is a public safety issue that law enforcement and medical professionals should be taking seriously.</description>
